Dirk Gouwens of Lake Placid held a clinic on proper syncing of the older discontinued TAG Timers such as:

The PTB series MUST be synced with a combination of steps.
Step 1: Set up the time to sync by using a computer with a native serial port that will allow the bidirectional feature of the PTB to work. Most USB adapters will have difficulty implementing this. Make sure printers are on, connected and full of paper. A timer without a connected printer is NOT legal.
Step 2: Sync the PTB or 705 using the Yellow/Black Sync input. You MUST use your FIS approved manual close, dual contact start gate connected at the start. The fastest your starter opens the gate, the better your sync will be.
Step 3: Unblock the inputs.
Step 4 Move the banana plug cables coming from the start gate from the sync plug to the start input plugs.
Step 5: Do the Sync Plus 1 test.
Step 6; Fill out the TDTR form. Make sure that you list the time of sync as 09:30. That box has NO precision. Just the actual time of day when you synced the system. The ONLY form that can be used is the FIS form. There is NO national form anymore.
Step 7; Continue filling out your TDTR form as the run progresses. Times from the timer must be recorded based on the maximum precision that timer is capable of with a minimum requirement of 1000ths. Subtract and truncate. Hand times must be recorded to 100ths. Stopwatches with less than 100s capability must be discarded.
Look into replacing the PTB 605/606. Modern connections such as USB are available with timers such as the ALGE TIMY.
