I use http://ageeracetiming.com/ great tools, low start up costs, integrated with all major systems and can use open tags.

The developer is also amazingly responsive and helpful.

I support the RACE RESULT product in NZL.  It's not an 'open tag' system but comes with great service and support, simply the best timing hardware a timekeeper needs and wants at fair prices.

I would recommend you contact Trident RFID.  They are based on QLD, Australia and have an unlocked UHF system (use any tag or software) as well as an unlocked DF system. (each has different pros and cons depending on your specific use case).
