Rain and fog can effect any photocell.

Take a look through the cell lens indoors near a lamp. You can see if there is any residue or other issues that need to be cleaned for best operation.

Johnson's baby shampoo is a great help as well. ( or diluted adult shampoo)

Just coat the lens with the shampoo and it will act to prevent fogging and rain distortion.

Remember that all modern cells still use light. Just infrared rather than visible spectrum.
