Pulse hold low

We are having a little trouble with out timing wire at our hill. We think we have a short because when we try and test with our timy 2 or 3 we get pulse hold low. We believe we are tied into a main phone line and branch off at each box so its hard to locate where the short might be. Any tips or help would be appreciated. Thank you.
