As should be expected, the foam has, or is coming off my Alge communication head-sets. I was wondering what type of glue, rubber cement or contact cement is the recommended fix for this.

We have been using "GOOP" in the shop with good success. We have not found any difference between standard, plumbing, or outdoor GOOP.
About $5.00 a tube.

We get all sorts of great improvised repairs in the shop. This looks like it was made out of a piece of ski sock.
